Under neoliberalism everyone has to negotiate their fate alone, bearing full responsibility for problems that are often not of their own doing. The implications politically, economically and socially for young people are disastrous and are contributing to the emergence of a generation of young people who will occupy a space of social abandonment and terminal exclusion.
Under the notion that unregulated market-driven values and relations should shape every domain of human life, the business model of governance has eviscerated any viable notion of social responsibility while furthering the criminalization of social problems and cutbacks in basic social services, especially for the poor, young people and the elderly.
Education as a democratic project always presupposes a vision of the future in its introduction to, preparation for, and legitimation of particular forms of social life. It is utopian in its goal of expanding and deepening the ideological and material conditions that make a democracy possible. As a moral and political practice, education produces the modes of literacy, critique, sense of social responsibility, and civic courage necessary to imbue young people with the knowledge and skills needed to enable them to be engaged critical citizens willing to fight for a sustainable and just society.
What must be addressed in the most immediate sense is the threat that the emerging police state in the United States poses not to just the young protesters occupying a number of American cities, but also the threat it poses to democracy itself. This threat is being exacerbated as a result of the merging of a war-like mentality and neoliberal mode of discipline and education in which it becomes difficult to reclaim the language of obligation, social responsibility and civic engagement.
If the government were to invest that money in higher education and public services, these would be far better investments. But administrators and academics in the U.S. for the most part don't make these arguments; instead they have retreated from defending the university as a citadel of public values and in doing so have abdicated any sense of social responsibility to the idea of the university as a site of inspired by the search for truth, justice, freedom, and dignity.
Of course, the new domestic paramilitary forces will also undermine free speech and dissent with the threat of force while simultaneously threatening core civil liberties, rights and civic responsibilities.
We also need to find a language capable of defending government as an element of the common good, one that does not define itself as both a punishing and corporate state. This is especially clear in the United States, given its transformation from a social state to a warfare state, from a state that once embraced a semblance of the social contract to one that no longer has a language for justice, community and solidarity - a state in which the bonds of fear and commodification have replaced the bonds of civic responsibility and democratic vision.
It's much better to talk about the media as a system of propaganda and abuse, of manufactured consent, than it is to claim it's some kind of democratizing force that is not responsible for what it does. The notion that the media simply reflects reality is an argument that justifies its flight from responsibility.
Collective insurance policies and social protections have given way to the forces of economic deregulation, the transformation of the welfare state into punitive workfare programs, the privatization of public goods and an appeal to individual accountability as a substitute for social responsibility.
Under the regime of neoliberalism, individual responsibility becomes the only politics that matters, and serves to blame those who are susceptible to larger systemic forces. Even though such problems are not of their own making, neoliberalism's discourse insists that the fate of the vulnerable is a product of personal issues ranging from weak character to bad choices or simply moral deficiencies. This makes it easier for its advocates to argue that poverty is a deserved condition.
