Under a neoliberal regime, the language of authority, power and command is divorced from ethics, social responsibility, critical analysis and social costs.
Occupy did something fabulous. What Occupy made clear was that there is an inequality at the heart of American democracy that undermines it, if not ruins it. That served a purpose. It suggested that we need a new language and we need a new way of understanding exactly how politics leaves people out, particularly young people.
Abandoned by the existing political system, young people in Oakland, California, New York City, Quebec and numerous other cities throughout the globe have placed their bodies on the line, protesting peacefully while trying to produce a new language, politics, imagine long-term institutions, and support notions of community that manifest the values of equality and mutual respect that they see missing in a world that is structured by neoliberal principles.
Cynicism, disillusionment, and a dispiriting sense of purposeless has cast a shadow over American society seriously draining it of any language or vision that might imagine a different sort of society from the dysfunctional, militarizing, and deeply unequal social order that marked the current historical period.
What must be addressed in the most immediate sense is the threat that the emerging police state in the United States poses not to just the young protesters occupying a number of American cities, but also the threat it poses to democracy itself. This threat is being exacerbated as a result of the merging of a war-like mentality and neoliberal mode of discipline and education in which it becomes difficult to reclaim the language of obligation, social responsibility and civic engagement.
Many faculty retreated into academic specializations and an arcane language that made them irrelevant to the task of defending the university as a public good, except for in some cases a very small audience. This has become more and more clear in the last few years as academics have become so insular, often unwilling or unable to defend the university as a public good, in spite of the widespread attacks on academic freedom, the role of the university as a democratic public sphere, and the increasing reduction of knowledge to a saleable commodity, and students to customers.
The prevailing move in American society to a permanent war status does more than promote a set of unifying symbols that embrace a survival of the fittest ethic, promoting conformity over dissent, the strong over the weak, and fear over responsibility, it also gives rise to what David Graeber has called a "language of command" in which violence becomes the most important element of power and mediating force in shaping social relationships.
Many university presidents assume the language and behavior of CEOs and in doing so they are completely reneging on the public mission of the universities. The state is radically defunding public universities and university presidents, for the most part, rather than defending higher education as a public good, are trying to privatize their institutions in order to remove them from the political control of state governments. This is not a worthy or productive strategy.
The challenges that young people are mobilizing against oppressive societies all over the globe are being met with a state-sponsored violence that is about more than police brutality. This is especially clear in the United States, given its transformation from a social state to a warfare state, from a state that once embraced a semblance of the social contract to one that no longer has a language for justice, community and solidarity - a state in which the bonds of fear and commodification have replaced the bonds of civic responsibility and democratic vision.
That generation really has to fight for a new political language, social movements, and alliances with students from other countries. They have to convince labor, parents, and the general public that the fight over higher education is a fight that benefits everyone in a sustainable democracy and not just faculty and students.
The issue of who gets to define the future, own the nation's wealth, shape the parameters of the social state, control the globe's resources, and create a formative culture for producing engaged and socially responsible citizens is no longer a rhetorical issue, but offers up new categories for defining how matters of representations, education, economic justice, and politics are to be defined and fought over. At stake here is the need for both a language of critique and possibility.
We need a new political language with broader narratives. Such a language has to unravel the pervasive ideological, pedagogical, and economic dynamics of a form of economic Darwinism that now governs much of the world. This system must be demystified, politicized, and recognized for the ways in which it has come to pose a dire threat to democracy.
Confronting the intolerable should be challenging and upsetting. Who could read the testimonies of Primo Levi and not feel intellectually and emotionally exhausted? Or Martin Luther King Jr.'s words, not to mention those of Malcolm X? It is the conditions that produce violence that should upset us ethically and prompt us to act responsibly, rather than to capitulate to a privatized emotional response that substitutes a therapeutic language for a political and worldly one.
We also need to find a language capable of defending government as an element of the common good, one that does not define itself as both a punishing and corporate state. This is not merely a matter of redefining sovereignty, but also rethinking what is distinctive about the social state, social responsibility, and the common good.
Power is global and politics is local. That must change. We need a new language for understanding new global power formations as well as new international modes of politics to fight them. Social movements must move outside of national boundaries and join with others across the globe to fight the savagery of neoliberal global politics and central to such a task is the work of intellectuals, artists, cultural workers, and others who can fashion new tools and social movements in the fight against the current anti-democratic threats being imposed all over the globe.
