When you had a terrorist, you could only search a relatively narrow slice of numbers, primarily land lines.
The USA Freedom Act expands that so now we have cell phones, now we have Internet phones, now we have the phones that terrorists are likely to use and the focus of law enforcement is on targeting the bad guys.
We need to focus on radical Islamic terrorists and we need to stop them before they carry out acts of terror.
USA Freedom Act did, however, take away a valuable tool that allowed the National Security Agency and other law - and other intelligence agencies to quickly and rapidly access phone records and match them up with other phone records to see who terrorists have been calling.
In fact, I think we're less safe. We get so distracted by all of the information, we're not spending enough time getting specific immigration - specific information on terrorists.
If a regular law enforcement agency wants your phone records, all they have to do is issue a subpoena. But now the intelligence agency is not able to quickly gather records and look at them to see who these terrorists are calling.
The terrorists that attacked us in San Bernardino was an American citizen, born and raised in this country. And I bet you we wish we would have had access to five years of his records so we could see who he was working with...
The thing is, is that every terrorist attack we've had since 9/11 has been legal immigration.
What I put forward was an amendment that would have temporarily halted immigration from high-risk terrorist countries, but would have started it up, but I wanted them to go through Global Entry, which is a program where we do background checks.

Move over to Egypt. Once again, the [Barack] Obama administration, encouraged by Republicans, toppled [Hosni] Mubarak who had been a reliable ally of the United States, of Israel, and in its place, [Mohamed] Morsi and the Muslim Brotherhood came in, a terrorist organization.
We need to learn from history. These same leaders - [Barack] Obama, [Hillary] Clinton, and far too many Republicans - want to topple [Bashar] Assad. Assad is a bad man. Gadhafi was a bad man. Mubarak had a terrible human rights record. But they were assisting us - at least [Muammar] Gadhafi and [Hosni] Mubarak - in fighting radical Islamic terrorists.
I'll tell you whose view on [Bashar] Assad is the same as mine. It's Prime Minister [Benjamin] Netanyahu. Prime Minister Netanyahu has said Israel doesn't have a dog in that fight because Assad is a puppet of Iran, a Shia radical Islamic terrorist, but at the same time, Prime Minister Netanyahu doesn't want to see Syria governed by ISIS.
Recall that Hillary Clinton was all for toppling [Moammar] Gadhafi then didn't listen to her own people on the ground. And then of course, when she lied about the terrorist attack in Benghazi, she invited more terrorist attacks.
We don't need to set this up as we either take a bunch of refugees who will be infiltrated with terrorists, I guarantee you. For them not to be would be terrorist malpractice. And we need to - to choose the right choice, not these false choices.
We need to be focused on defeating radical Islamic terrorists.
Non-Islamic, non-foreign-motivated terrorist actions have killed at least as many Americans on American soil as those who were promoted by jihadists. But what we have also seen is ISIL evolve, because of the sophistication of their social media, to a point where they may be inspiring more attacks - even if they're self-initiated, even if they don't involve complex planning - than we would have seen some time ago.
The Attorney General made another astonishing claim, that there were Pakistani terrorists possibly coming on these boats from Haiti. No one has ever seen a Pakistani coming on a boat from Haiti yet.
